First most french citizens know little or none of what is going on at the EU level when it comes to citizen rights and certainly the Press does little or none to change that. Second,  french gov has openly fought for a long time in some cases with a lot of state violence any resurgence of the defense of these regional or minorities interests. Lots of them forced into an identity that isn't theirs have in many occasions slipped towards a lot of confusion leading some into extreme views of the french identity.... Once more u know it is not based on what most people under french administration learn in school or later through medias and "national conversation" that they can easily demonstrate wiseness when it comes to express themselves on "national identity"... which is insane anyway.

It would definitely change the EU citizen perception of how spending is run at the EU level. Recent years have pushed defiance following a number of failures (Greece, Banking oversight, ...). To see a political summit with leadership asserting a loose administration with a lack of success has to face the consequences of its actions praising that a responsible leadership can't watch an increasing number of member states left with no choice than deep budget cuts affecting every citizen while supporting a high profile central administration immune from the crisis.

If leadership makes sense in tough times, it makes sense today to see the EU budget sharing the pain of most of its members saving essential resources. Leading by the example, the central administration guiding the effort will demonstrate its will to succeed by committing itself with the same standards the citizens most affected withstand.

Would feel comfortable with something like that or close?

No, I just meant that for a lot less, Scientology was crucified in court and nobody was going around to mention that some members of that church had by their action make it a bad name. The entire lot was asked to go to hell as much as I can remember. I meant the fact that unintentionally I suppose, regularly Islam receives a differentiated treatment  directly contributes to feed the uncomfort zone for some folks.

We can't prevent national gov to engage in linguistic abusive policies, economic policies such as making "national champions", use immigration policies for political football regardless of the consequences for both immigrants and native nations, attempt to outnumber some native groups. We can't change the demographic dynamics or the lack of will following a very long period of abuse.
The Framework Convention for the Protection of National Minorities and the other legal instruments of the Council of Europe devoted to the protection of national minorities have proven to be ineffective, inter alia because they have not been ratified by all the member States and their implementation depends on political consensus within the Committee of Ministers.
But there is one thing we can do to prevent abuse and give any individual or groups belonging to national minorities the legal weapon she, he, they need to uphold those rights directly before the European Court of Human Rights, by lodging individual or collective applications, under Article 34 of the Convention. There is hope as well that an additional protocol to the European Convention on Human Rights on national minorities can be enough to end the abusive policies in place.
Although, support for this additional protocol is essential to its success.
