Don't know but among all the decisions made by the Presidium of the Supreme Soviet of the Soviet Union related to the native populations, is there any decision other than the transfer of Crimea from the RSFSR to the Ukrainian SSR that you'd proud to uphold? Just kidding.
The idea that there can be a western inspiration behind a double standard for native nations depending on where they are and under which administration they find themselves is wrong. I can't find the legitimacy of standing behind a decision made by a former USSR leader which at the time contradicted every single standard of how natives should be treated. Even if today there are some eventually more obvious  motives behind Russia's decisions, they can't be binding to the extent of contradicting the most basic values of human dignity the free nations stand for. The disposal of native Crimeans and their land by the USSR out of any consultation of their will was wrong and still is, it is a travesty to pretend to see it binding for any party and not worth an armed conflict. That said thanks for the images.
I doubt that since any declaration or statement citing repeatedly Ukraine's territorial integrity, international obligations, will of particular ethnic groups having direct interests or acting as proxies for foreign powers involved in religious supremacism worldwide voluntary ignoring in these declarations or questioning the legitimacy, up to the legality of  the former USSR decision to dispose of a Land and its People in this instance Crimea without a formal democratic consultation while failing to recognise that the legal status of Ukraine at the time of the decision and its relation with Russia within the USSR made the move for the Crimean Nation of much less significance that it would have been had Ukraine had the same status it has today. Therefore a statement or declaration aimed at appease ethnic tension and will, pursuing peace and respect for the core interests of the majority as well as minorities rights within Crimea suppose a true and sincere evaluation of what would have been the Crimean Nation will had its People been "given" to Ukraine under its news status modifying considerably the nature of its relations with Crimea and Russia and acknowledging that the change of loyalty it imposes on the Crimean majority cannot be ignored no more than can be ignored that it cannot be taken lightly or should require a sincere open consultation. Failing to do so disqualifies these statements or declarations to be pursuing appeasement and good will, they are rather pursuing special interests and a factor promoting lawlessness. The change of Ukraine's status and the change in nature of the relations with the Russian Federation are so substantial compare to when the decision was made then by the former USSR that the consequences it imposes on the Crimean People should lead to a thorough investigation of the legal rights of the Crimean People to exercise a recourse against the first decision made to dispose of their Land and their loyalty.
I'd stick to that for now.

Not much more than u have posted just wondering if u get hold of them at somepoint if you could check how fast the situation is degrading on the religious front since the Tatars thugs are now in the works? Voice of Russia has posted that one

Russia calls on Ukraine to avoid religion-based conflicts

Are you done with the legal documents and when do you think you will be forwarding the lot?
Just kidding hopefully we won't see a remake. A presidential race to demonstrate that a Ukrainian nationalist can be something else than a would be Nazi able to understand and care for a Russian speaking community interests while a Russian speaking candidate can be seen as some one else than a Stalin heir able to understand the Ukrainian national sentiment frustration is however a challenge.
Mine http://www.theaustralian.com.au/news/world/kiev-names-prowestern-cabinet-as-russian-leader-vladimir-putin-drills-army/story-e6frg6so-1226839068206 and it crossed my mind as I read the Tatars are backing "the nationalists" that there is nothing better than a good ol' association style such as the 13th Waffen SS Hanschar to make a catastrophe recipe...
What have u got?

It plays a role and influence both sides mindset, behaviour and how they relate to one another making it difficult to address in one shot.
U aren't kind, was in a hurry.... Alright here is what I think you may want to keep in mind, of the Post article as I said earlier think it is a pretty good piece given u forget these lines "Ukraine's ethno-linguistic political division is sort of like the United States' "red America" and "blue America" divide, but in many ways much deeper -- imagine if red and blue America literally spoke different languages. The current political conflict, which at its most basic level is over whether the country will lean toward Europe or toward Russia, is like the Ukrainian equivalent of gun control, abortion and same-sex marriage all rolled into one." It is possible to use the comparison with the red and blue America given u go back in time to the Gettysburg address and refer to the that sort of divide very little talked about in Ukraine but present in a lot of minds and the article doesn't mention the once moral divide that has allowed the cultural divide to deepen feeding overtime resentment. And to understand it you have to go back to the aftermath of WW2, Yalta and the direct consequences of Russia's victory over Nazi Germany  in Ukraine and the Baltics where on a much smaller scale but with some very similar root cause Lettonie saw the Russian minority whether ethnic or just speaking in dear trouble at some point. A situation fed by decades of humiliation real or just felt by the local population from the Russian communities in these areas after the type of relations they entertained with the nazi regime. As surprising as it is but U can feel it in a Yanukov late statement referring to the nazi parliament speaking of actual Ukraine's and across the border President Putin made a reference to a ideology like pogrom speaking of Maiden. That's why I believe that to fully understand the deep divide u can't avoid to go back in time and understand the role the Russian communities played in these regions in the immediate aftermaths of WW2 and how this role has influences and fed today's resentment on both sides. Do u get what I mean?

Told u I don't know yet but even if Yanukov has little credibility left the evacuation of all the Ukraine's Inter TV employees and journalists from the headquarters and buildings amid "fear of a violent raid or arson" may indicate that  there is very little control on anything from both sides added to the Parliament ousting of the President who declares he won't sign any documents handed by the "bandits" and it looks to me you have the recipe for a situation where the perspective of a foreign intervention can appear to be the only way to avoid a major and larger confrontation between the two sides.
I don't know just stating this option should be looked at if the parties don't stick to the agreement at the top and it looks they aren't, if they don't, you may see the effects quickly on the ground with the sectarian violence spreading. If it happens, well... it will leave very few options.
that belong to the speaking Russian and ethnic Russian minorities.
I got that one for u which I believe is a good picture

It is unclear at this stage but several ethnic violent confrontations and the choice of Yanukovych to declare coup may see the Southeastern Ukraine Councils and Crimea Republic Congress meeting today with a Russian Delegation in Kharkof to seek a Russian intervention after the former Ukraine Parliament Chairman was beaten up and fired at according to several reports. More incidents of that nature would enable the need of a foreign intervention to ensure the safety of civilians viewed as the "losers" in the south and eartern Ukraine.

Cause he knows everything he needs to know about the complexity of such a debate. His ancestry didn't want to be Spanish and they didn't vote, they went to war against Spain in the name of identity so frankly anyone sitting in Brussels right now should behave like grownups, be seated, relaxed and watch. The Scott will vote and they will make a decision for themselves and nobody else, everybody else should mind their own business, regardless of the decision the Scott will make, the following day the competition on the world stage will be exactly the same it is today and the price of oil and gaz very little affected by the decision, more, the following day the Scott nation will still be a European nation and there will be plenty to do with Scotland regardless of its government status. Only those who share dear interests and have shared a common history in peace and war times with Scotland today should and can have feelings and arguments about the decision the Scott are about to make, that is England and Wales but even so they probably should make full use of the best wiseness experience can provide given there will be days, months and years after the decision whatever that is where the best relations will be needed to continue to grow efficiently all the european economies.
It depends how u look at it but Barroso acted like a 5th grader and it will backlash, I wouldn't go there if I were u it is not necessary.
? U have it here in English

That is specific it explicitly states the teaching of.../... ethics and not religious creed.
