With in mind that the ECRI is somewhat disqualified following their lack of action in Corsica, Breizh, Eukal Herria (north) and quite a few other places... the sudden interest for Crimea looks suspect. Look into Tass reports there should be something about a meeting with Tatarstan head with Putin.
