It seems there isn't a word regarding the authorities mindset and the missed in the inquiry that allowed the terrorist to keep spotting targets and execute victims for 9 days. Despite crystal clear leads after the second act of terror pointing to radical islamic militant, the inquiry kept focusing on "nazis" and "extreme right groups" loosing very precious time that allowed the third act of terror at a jewish school, distracting the public from focusing on security, eventually report unusual activity and raise security at potential targets definitly playing a role in the third act. No call to witnesses were made. Culture as well as playing politics with origin of threats  and leads after the first act played a major role in the failure.
