I can't remember who did but I have the video somewhere I guess among the arguments used to continue to deprive the minorities locuters of their rights, a few came up with the idea they can use the french constitution verses the Minorities Rights the charter promote, the provisions I posted earlier clearly demonstrate they can't, at least and this is what I think to be legally right, to call on a legal constitutional or not provision less favourable to these minorities than the EU charter provisions is absolutely abusive when you want to promote the rule of law, it is undefendable.
