It would definitely change the EU citizen perception of how spending is run at the EU level. Recent years have pushed defiance following a number of failures (Greece, Banking oversight, ...). To see a political summit with leadership asserting a loose administration with a lack of success has to face the consequences of its actions praising that a responsible leadership can't watch an increasing number of member states left with no choice than deep budget cuts affecting every citizen while supporting a high profile central administration immune from the crisis.
If leadership makes sense in tough times, it makes sense today to see the EU budget sharing the pain of most of its members saving essential resources. Leading by the example, the central administration guiding the effort will demonstrate its will to succeed by committing itself with the same standards the citizens most affected withstand.
Would feel comfortable with something like that or close?
