The entry into force was on April 1st 2005 but as you can see here the French haven't done anything, they haven't even signed it as they are still engaged in policies to undermine these minorities culture, languages, interests and individuals....

There is for now from the Press little interest or questions as to why the French politicians are engaged in a fight against these Human Rights and more specifically against the Protocol No. 12 to the Convention for the Protection of Human Rights and Fundamental Freedoms CETS No.: 177 or the newly proposed additional protocol.
