We learn that the EPAD's board members representing the "state"...? what's that?... may not vote to elect the board's president.... does it mean..... the next board's president will be half the board's president?
Are these guys really useful if they are not needed to elect the board's president, an important decision for most institutions?
Who are they really representing if they can be told not to vote without a vote of the people they're representing...?
