Well there are three classes of politicians.... The endeavor of one class is so to caricature the scene as to cast an odium on all Republican Gov? That another class is to infer from the vices and usurpations charged on the French Gov, the proprietary of a blind and unqualified reliance on the infallibility of our own: and on the third, to trace and ascertain the true causes of the abuses in France, as so many rocks to be shunned by an administration that wishes to maintain the character of Republic Gov in general, and the principles of its own in particular. The public will decide which of these classes are best entitled to the name of friends to their country.

Still think the ECRML declaration is a good legal entry point since there was no hearing whatsoever or public consultation that has been heard of and that makes it suspect. Who did write the declaration, who has approved its content and under which legal text was the content defined as well as the legal process used to do so?

It does more matter right now anyway to know which branch under which authority has the ECRML been signed with a declaration severely diminishing the expectations of the beneficiaries. As far as I know, none of them (the minorities) have ever been privately consulted and no public hearing ever took place at the French parliament which did not create any committee in charge of the Minorities interests the Charter's will were to protect.

So yes it is partially true but translated u r soon to be charged with unleashed populism which is extremely common to rebuff any attempt by the constituencies to exert any control. In French, the Representative principle has been changed in nature to be today a representation of ideologies or preempted sides rather than the People and its constituencies allowing by its baseless nature, the Representation to be much more available and exposed to organised and structured special interests and passions of the moment than it could ever be under the most unleashed populism.

Why is it that the usual europhils favoring an unleashed border openness ever promoting the freewill to establish wherever regardless of citizenship of origin and Schengen bigots usually so generous to taunt the ugly selfishness of the little people protesting at the consequences on their communities can turn into violent nationalists so prompt to point fingers at and insult anyone willing to discover the irresistible attraction of the great freedom to establish where feeling the most comfortable within the new borders Schengen has drawn?
Nothing else except eventually to document these nation's descent the French gov refuses to provide support for and forces them to live under the poverty line as a punishment for their ethnic belonging or culture claims. I don't know anything u like to say about it? To me, on top of what I already said ... it looks to me like a replay slightly modernized of Peppone (he's the mayor of a village and has an anti clerical bias - today would be a member of moveon.org I guess) and Don Camillo (he's the Roman Catholic priest of the village) fighting to win hearts and minds, Peppone calling his legally binding contract a "marriage" to piss off Don Camillo.... and Don Camillo enraged at the idea Peppone dare celebrating faked "marriages".... :-))))
Come on... The Faroe Islands aren't net oil or LNG exporter and they do not have a lot of natural resources does it prevent a modern society, healthy and going fine? Do they need some centralized costly bureaucracy to thrive... no. It is a small community and frankly when I last visited I didn't feel any angst of not having the euro or any hurry to join the euro crisis mess and people I talk to were rather surprised with the recklessness and lazy easy going in Brussels when it comes to banking, business and handling of public finances within the eurozone. When told northern europe is rich, they asked if I meant Scandinavia, I said yes and they said well sir, we love what we do, we do it right and we build, we are very proud of our accomplishments, thank you for overstating it and smiled.

Actually, there is no problem with that kind of policies even if it doesn't look right as long as the map of the local economies targeted don't recover a more ethnic map. How to get from here to there is to look at the French Ministry of Culture policies over the same period to find out if any support had been enacted to compensate the undesirable consequences of the centralized economic policies or if the "culture" policies were also pursuing the same goals during that same period.
If both set of policies were enacted to pursue the decline of the Cultures and Economies the FCNM wish to protect, think there is something there that can be profitable there in the prosecution. Am I understandable ?

Well it is because it is not documented until now anyway. The fact that the French state has been involved in collecting taxes and refusing access to the banking system for these local economies to grow while funding "centralized" companies sitting in Paris and around partly with the taxes collected in the territories that belongs to the Minorities with one goal which was to ensure local ethnic economies would disappear for the profit of larger entities sitting in the capital and into different hands was aimed at deprived the Minorities the FCNM wish to protect of the economic means to sustain their culture and language.
So, think I'd like u to have a look at it and rewrite it to improve the understanding of these mechanisms and policies that took place over the last three to four decades. (Clearly, the successive reforms of the banking system under various justifications had one common point drive local banks or community banks into situations they had to merge or close, the first step to cut these economies to be able to fund their growth.
And no Germany local banks won't be under ECB supervision. Go to the FT they had it all this morning.

It doesn't matter. Those that do feel French, vote and elect officials that can't say they represent the members openly supporting a more affirmed national identity since they have repeatedly failed to support the FCNM. Their opposition to the FCNM as well as the ECRML makes them unable to represent the part of the nation supporting these texts since whether or not they are a minority doesn't matter, their point of view and arguments have the right to a representation under the Strategic Framework on Human Rights and Democracy.
Well, they are funny with that because the back minded idea of let's all be french is to be off the hook for the nation's descent they took the land by force (meaning they can't show a peace treaty or a vote of the People) and get away with the support they owe them regardless of how they feel French or not, they don't have to feel so.
no they can't.... not for you or anyone that can prove his ancestry belong to a nation the French took the Land by force and it doesn't matter how long ago these events took place or if the ancestry allegedly took part or didn't take part in the French revolution regardless of the account of the motives u leave France for.

M shocked but well what else.... The French state has been involved in the passed ordering or carrying crimes such as set ablaze restaurants on Corsican beaches after a bad row they had with the local authorities over who was licensed to operate these premises. The French wanted some companies from Paris to be licensed and the locals didn't accept it. It is very difficult to be sure of who is engaged in organised crime since a good example of what's going on is best illustrated through something very common on the island, a Corsican local company wants to expand or create a new activity, they can't find funding, for the same activity, a non corsican company the gov favors will find funding to take the business through the centralized banking system. The ultimate goal being to take over the local economy and make sure economic leaders in Corsica are non Corsicans. The same thing is happening with the Land. So does that kind of banking serving exclusively non corsican interests sparkle violence....? Guess.
I didn't know... never thought the guy was such a hater.... but she is looking for the video, a guy from "terra nova" an extreme french organisation a year ago as I recall it mentioned in a debate that "they" had two left areas to normalise, Euskadi and Corsica. (french was oui nous avons encore 2 poches à reduire.... qui ont encore une identité forte).

In a normal world, a French official travelling to Corsica or anywhere else would thanked for being welcomed with at least a few words in Corsican and I think if he or she doesn't speak it fluently, people would understand that but just education and politeness should lead to that. That's all I meant really, it just sounds so strange sometimes.
Think it is a mix. That's what I told you last night, they are wounded and classic bad instinct they want everybody else to be as well that's why they can't stand the idea or to see whether it is the Corsicans or Euskadi, or... Breizh enjoy the rights that come with the native status (the EU called it National Minorities - FCNM) celebrate their culture and speak their language.... so from that point of view Valls is no better than Sarky was but, these guys made a choice and didn't grieve properly their loss and to me it explains why they can't stand the native nations celebrating themselves. That's explains their reaction but the French state paved the way, I mean you can go through the entire political spectrum or look back in time, the original Jacobin crime is for everybody to see and watch how it propagates hatred through time and people regardless of their origins making an entire society turned to intolerance and refusal to see native nations just be themselves.

Come on.... The guy just like many immigrant or people of immigrant descent hate the native nations. They have a problem dealing with the legitimacy of the native's rights and power of traditions and that explain why they are so proactively engaged in fighting against the ECRML or the FCNM. So is the attempt of foiling the Natives under a racial banner a weapon of choice, yes it is. Of course it is. But it isn't going to get any better, I found out that their motives are deeply rooted in their own personal story most of the time.... keep in mind they too are Natives somewhere and they have to forgive themselves for the betrayal of their own Land, Culture, Language and Nation, deal with the guilt, sometime regrets, hopes, excuses, motives and as u did and I did you had to deal with that. We are not equal and the outcome of that debate will determine how you handle the relations with the Native Nations in general. Tell me it never crossed your mind as an excuse that heading to a new culture and land, once done, u would help members of your nation to escape as well?

No CBO... and to be honest it is difficult to start a CBO from scratch and a CBO without the Press and people paying attention and ready to pressure big spenders where it hurts with a campaign at their home front door isn't easy where "dont spit in the soup" (understand... haven't u ever benefited from the state generosity in some way so u should shut up) is a second nature. Can't think of anything close do u ?
Not false at all. France isn't the only country like that in the EU but it is true that an overwhelming majority doesn't pay any attention at how is spent the taxes money and as a result, politicians have run big deficits for years accumulating giant amounts of debt.... and guess what, who will be hit the hardest the day the party runs out of punch and the gov wakes up with a hangover? Everybody will get a hit but clearly those who had the most to loose at the unleashed spending are precisely the very same regularly invoked to justify the spending... Look at who is paying in Greece. It is outrageous.

Strange enough that it has to be a NYC based media that engaged in a fight for transparency, citizen and taxpayer information in europe, the least expected was to see a firm protest at the outcome in all medias clearly bared from being able to accurately inform the citizen. It isn't obvious today, is it?

The Greek situation should have lead to a broad inquiry, the EU parliament should have subpoenaed the Commission's members and many in the Brussels administration as well as the ECB board members ....
But it didn't happened, and it won't, given the muppet show the EU parliament is right now, its powers and the type of politics going on there. You can't have a worse situation, a small number of individuals making decisions on a budget of more than 150 billions euros of tax money hardly controlled by a weak parliament with very little powers that can't investigate and subpoenaed anybody in the executive branch and administration while state members are shy to give the parliament any more powers. A recipe for a disaster and the ECB exemptions from disclosures is adding to the outrage.

U know what's sad it always ends up the same way, people that couldn't afford the service ultimately end up paying for entitlements introduced as progress which was to cost only those who could afford it anyway.... What a show.... French politics are at its best. Lucky they r it isn't year 1939 with the Germans tanks looming at the border... and m not talking about the two fightin for whatever and want the stetson but those around dancin to find out who to follow trying to guess who'll be the best pick to save their days.
Well, it appears that other member states do not support the proposed cuts but that doesn't say their public opinions don't. Across the board, member states budget deficits have lead to spending cuts and tax increases in the countries not supporting the cuts and that is a coherence problem. The kind of spending that has been seen at the EU Bureaucracy just can't go on, booming years are over and any automatic promotion, special tax rules and other goodies outrage people all across the member states and excite voters pushing the radical right higher and higher in polls. It was about time that responsible leaders take a major initiative, it is done, addicted spenders must understand the prescription is for their own good.

EU Budget talks collapsed

But here you go, a coalition formed of Germany, The Nederlands, Finland, Sweden, United Kingdom and Denmark agreed to a push against unsustainable and unfunded spending that lead to the failure of the summit on the 2014 - 2020 EU Budget.
Among the saving proposals still on the table to reach a deal are :

It depends, I don't read it everyday so won't say anything. I noticed Bill went hard over some article misrepresenting his stance but think it is two to three weeks ago I read a good piece that came in the defense of Anderson Cooper following his discovery of the diary and how it was used. The article was tough on the comments the administration made but can't tell u if it was a Post journalist or a journalist that blogs on the Post website, don't remember. So yes I do read it but not everyday.
Most think it looks like a good joke and they expect a lot of them to do their best to save what appear to be the most likely outcome int the coming elections. Don't think so. Long differed crisis they need essentially due to a vacuum of morals and rigor in political principles. They essentially lived on the General de Gaulle's heritage and the stance he took during WW2. It has been easy to get elected under the "gaullist" umbrella and the more it got easier the more the vacuum grew. Briefly, the fight over a resurgence of extreme right, a role the Long Play "National Front" plays, Gen de Gaulle fought, helped hiding the vacuum of doctrines and principles on both sides. The French national debate overtime became so poor that inevitably, a crisis had to be expected as more and more citizens are aware of the policies and debate taking place in the surrounding countries. The knowledge of adopted texts and debates at the EU level also played a role exposing by the day an outraging control of the Press. The moral vacuum as well as the outrageous lack of doctrines the politicians can articulate in almost every area, access to foreign medias and the understanding of Spanish, German and English seems to speed the process.
I don't share any point of view echoing a growing Corsican mafia. The Corsican economy is growing and it excludes a number of Corsicans from benefiting of that growth due to the legislation the French state enforce on the island, the consequence is, to keep up with some wealthy individuals making investments and taking away from the locals envied positions, crime and violence. Not to mention the rights problem and the uneducated French officials speech responsible for a lot of disarray. They keep saying that the Corsicans are French when only the Corsicans can answer that. The Corsicans are a native nation under French administration and each individual has the right to decide for himself the identity he or she feels more comfortable with. Now every Corsican has the right to be and feel, first and foremost Corsican, and should be able to live accordingly, speaking his or her language publicly and in every area of life valuing his or her culture. I knew u were going to say that... but no, it hasn't been a plea to say there isn't any love outside a religious marriage, it is an honest look at what is today a civil union and what should address a reform and a debate over the known problems the actual status has produced rather than provoke passion, divide and bitter words over adding a very little number of couples to an existing flawed institution which needs a valuable overhaul the overwhelming majority of couples would benefit from.

Obvious.... No and No. That is not going to happen and frankly whether you are the elected official involved or the couple... it may be better to get some advice and help elsewhere. And that's why it lead me to say that under the state arch, couples engaged, out of what the two individuals involved will make out of it, exclusively in a legal relation and most of them are doing so with very little knowledge and no advice at all.

Alright was in a hurry. But still I stick to my first idea that it is a missed opportunity to renovate the "marriage institution" and its relation with the state and the law. I still think there was a lot of upside in such a move and for everyone. Right noz people drop the documents at the town hall and fall under a legal binding contract without a vague idea of their rights and obligations in most cases. Just a happy few get the counselling they need to contract fully aware of the various consequences of the choice or the lack of choice they make when contracting. A renovation of the relations with the Churches and the licensed businesses organising celebrations could have been an opportunity to address these issues and avoid the label of a legislation not serving the entire community.
Now u r right about one thing, yes it was intentional, sorry can't help it but I was laughing at the idea that by changing the lay out I would probably see competition instead of opposition to offer gay service marriage . It is just that I know people and if there is funded demand for a service it won't be long before it creates offer and a little bit later competitive offers.

It contradicts the purpose of it. Why should an elected official the taxpayer funds be involved in the conclusion of a contract between two private parties? You haven't answered that. I found that it is only justified today to give a substitute to the spiritual dimension and a sense the commitment doesn't have, the number of divorces shows, to the non religious marriage which is, you could agree rather hypocritical. Therefore the involvement of an elected official in the conclusion of such a contract can only be explained, looking back in time at what may have justified it, the rivalry between the clergy and the secular militants eager to offer a marriage of equal status in the seriousness of the commitment which in secular times makes little sense?

To be absolutely honest, I admit one thing; the treasury's potential collection wasn't absent... I would recommend that organisations willing to enter the marriage's celebration business be licensed and to cover the cost of assessing their abilities, they would have to pay for the licence annually and a tax on marriages they celebrate to cover the cost of the registration. Of course no discrimination would be admissible on who can be licensed to open a Marriage Celebration Business or the type of marriages they celebrate.

No, I don't care, there isn't any kind in the matter. The state and the legislation have or should have nothing to do in the People's bedroom. Legislation is only concerned as legal matters (trace citizenship, estate, ancestry and descent and more) need a reference and come into play but as far as I conceive it, the state and the legislation should and can only be held accountable for the tenure of a registrar of all the contracts, marriage and else the People wish to see registered or when the registration is mandatory by law.

Well, I do understand that there are crimes that are more convenient than others but I happened to not share a will for convenience in the matter. I look at the terrible ordeal of a 15 years old girl held hostage for a week by a deprived sexual maniac repeatedly sentenced for countless number of similar crimes, travelling in the boot of a car throughout France for a trip ending in Germany thanks to a car accident after a new felony on German territory.
The public has the right to know what went wrong. Why was this maniac on the loose after so many convictions? How the authorities explain their total failure?
Have the parents of the kid been advised of what to say and what to silence when they spoke to the press?
On the terrible day this maniac picked his victim, how many have been lucky enough to not cross his way that day, and to all those, there are obligations, they need to know every step of the failure that lead to this result, they need to know that every step will be investigated to make sure it doesn't happen again, they need to know the press is on their side and will not let anyone get away from any responsibility that may be involved and will explore every corner of the failure.
Now why the press do not press politicians on the matter is a mystery.
No doubt it is less exciting than any mafia story but what is a society that can't protect its kids, can't face its the duty it has towards its youth and refuse to investigate and learn from its mistakes, what kind of trust can such a society inspire to the most vulnerable of its citizens and what kind of example does it set?
It may be uncomfortable but necessary.

Not sure yet but they will probably go under. Only drastic cuts can save them and they won't.... on the other hand the falling apart police and judicial system in France may soon be a problem for the schengen zone. The few resources they have left look to be entirely devoted to the political fight against Corsica and Euskadi's organisations for rights leaving hundreds if not thousands of Kamel Bousselat on the run (the guy may have been sentenced thirteen times for similar crimes - can u check the french data) which reminds me of one these animals they have on the run who set on fire his victim a 13 or 14 years old not that long ago.

U have right now in europe two sorts of government, a first category which takes very seriously the must be balanced state budget, have engaged in tough cuts at home to reach that goal and of course, are saying the belt tightening is for every budget including the EU budget and a second category which hope for the best and keep spending outrageously. Well of course it is outrageous but.... My word is it won't help to complain about it, I'd rather try to take a profit out of it and the place to be tomorrow or whenever it is possible for u to go is the lawyer's office. Miss Martin was located, arrested and deported fast... Highest authorities, chain of command, police methods and legal system have proved to be very efficient but it didn't work when it was needed to locate, arrest and prevent to act a very dangerous criminal abductor of a 15 years old already sentenced for several odious similar crimes who was able to flee France with the teen in his boot... It does tell you of the French Gov priorities as well as how the resources are used, u remain left with how to establish that the priorities are defined with political objectives....regardless of the consequences? The FCNM and ECRML are the most recent examples I can think of but something else appeared to me to be even more awkward and it is the intolerant character of public action and political speeches towards the native nations under their administration. While these nations do not and probably can't, at least now and in the immediate future, represent any danger and nothing shows they have any such intent, it is difficult to understand why they attract so much acrimony. Any suggestions?

There is a lot of hypocrisy in saying the growing number of "identity groups" extreme right inspired must be fought when still the respectful solutions including the FCNM and the ECRML are not implemented and not ratified. There is some truth in saying the French gov prefers to see extreme right groups flourish than truly engaged in solutions protecting the languages and culture of the national minorities. u can associate it with the "French tournantes" stuff as well as sectarian rapes as long as it is possible to produce plausible identification of the perpetrators but given the very weak rate of reports made since most victims can't report crimes due to sectarian retaliation fear on their families plus have no idea how to access data, do u?

They entertain voluntarily the confusion. That's why it doesn't matter in court, you do the wrong, you spread disarray and cause pain and you argue I can do it because the French constitution allows me to do it, well you r still doing the wrong? Not to mention that the reading invoked to justify the ill treatment of the national minorities under French administration is questionable.

U r filing now? Just wondering. Anyway the date is May 7th 1999 with a declaration refering to the right the French constitution give the french authorities to bare the national minorities to speak their language, organize themselves to protect their heritage and so on... clearly refusing the call for understanding and tolerance as well as the commonly accepted need for the legal framework (FCNM) protection for the most exposed and at risk. Although at the last meeting, he said that was the least of his problems since it was so obvious that the principles referred to were distorted to serve less glorious objectives it wouldn't abuse the court. The historic responsibility a state has towards the population from which it took away the right of self determination can't disappear under a principle banner clearly undermining their short and long term interests.
Ok I will keep looking but right now my search drives to, the only two legally binding instruments on minorities and their languages in the world are the Framework Convention for the Protection of National Minorities (FCNM) and the European Charter for Regional or Minority Languages (ECRML), the French parliament has not ratified.... for the second. Now it is good policy to demonstrate that if the EU legal system works very well to deport Miss Martin, it can work very well to investigate the French officials potential misconduct and deception enterprise within the Council of Europe Legal and Human rights Committee.
No, the budget for 2012 is 3809k€ and 3794k€ for 2013, a little reduction for the program aimed at protecting national and ethnic minorities in Europe but nothing dramatic. The program sets few goals
- The implementation of the FCNM by the 39 parties is supervised.
- The implementation of the ECRML by the 25 parties is monitored and extended to other member states.
- Policies and good practices on transversal issues on national minorities, including regional or minority languages, are examined by the monitoring mechanisms of both conventions.
Not done yet. But right now I am thinking of getting a mandatory order (make a request to the judge) to have hearings of the four sitting at the Committee to have under oath a roundup of their actions to survey the FCNM implementation in France as well as a recall of their actions to insure the appropriate publicity, knowledge and understanding by the parties having crucial interests at the Committee's adopted texts and beneficiaries of the FCNM and a review of all the exchanges that took place between themselves and the Advisory Committee of the FCNM and the Committee of Experts on the ECRML.
When do u see him next then? Can u check as well if the four sitting at the Committee on Legal Affairs and Human Rights are doing it pro bono?

I know the French gov has in the passed and more recently argued that however they are nevertheless bound by other instruments of international law, including the political commitments on minority standards of the Organization for Security and Co-operation in Europe, in particular the Copenhagen Document of 1990, and other Council of Europe conventions (particularly the European Convention on Human Rights (ETS No. 5) and the European Social Charter (ETS No. 35)).

Not so far yet. We have a countless number of victims that haven't been able to build themselves with direct consequences on their lives connected to the French central administration which constantly refused to take the necessary steps in order to ensure the effective participation of persons belonging to minorities in social, economic and cultural life, in the media and in public affairs and never refrained from adopting laws which – in conflict with the spirit of the Framework Convention, and jeopardising its provisions – derogate from the language rights of national minorities, or oblige state bodies or local authorities to act counter to the exercise of minority rights.
Word legally the damages to pursue compensation is the most challenging since it spells over decades and will be challenged as speculation when it comes to individual evaluation of how the lack of access to the native language and its usage in every area of life and relations with the administration and powers have hampered probably for ever their opportunities, a happy life compromising eventually the future of their descent.

I couldn't say any better, that was Thomas Hammerberg if I am not mistaking "The commissioner stressed that language is an essential tool for social organisation and individual identity and therefore European governments should better take into account the needs of minority groups."
That makes the entire thing even more unacceptable. On one side we have folks that do feel confused, are under the impression that the EU as a whole is somewhat against their best interest ignoring in most cases all the efforts made to protect their interest. Frustration winning, they sometime turn to extreme organisations in worst cases or at least cast their ballots for more radical politics and guess what, the very same bunch hiding from these folks these texts, debates and recommendations are pointing fingers at them calling them names... among which radicals, racists, extreme right wingers and more....
I can't help to think that the day they find out how they have been played out..... if they do get it.... wondering where the bunch will be hiding.

The state of France has 18 representatives no less at the Council of Europe, and 4 representatives (Mme Marietta KARAMANLI, M. Jean-Pierre MICHEL, M. Philippe NACHBAR, M. Rudy SALLES) at the Committee on Legal Affairs and Human Rights. The immediate question is why do these representatives think it is ok to keep for themselves the adopted texts, resolutions and recommendations? How to explain that parties with a direct interest at adopted texts by the Parliamentary Assembly have never heard of these texts? Why these texts haven't had ever the slightest publicity in the Press? The representatives seems to cover the entire French political spectrum which makes the entire thing even weirder...
